I think they might give more resources to their "Power Sellers" for this type of activity.I would think if you have a business and this happens, that you should have insurance for these fraudulent cases, but I don't have a business, so I'm not sure
Now I've had one run in with eBay and fraud and as nature would have it was probably one of the most expensive things I sold on eBay, only about $600 so not what Bill has in value. Anyways the guy was a zero rating but he sent me the money on the buyitnow auction so I didn't care. I shipped the item, with tracking obviously then a few weeks later he claimed to eBay he never got it. I spoke with eBay and they saw I had the tracking information which stated it was delivered and I also furnished the review the guy gave me which said "Great Ebayer". Anyways they tied up my money for about 3-4 weeks but I ended up on the right end of the stick as the seller.
Bill, stick to your guns about the coin. Sounds like you should be able to furnish the proper information to eBay to win that one.
On another note I did just sell something worth about $100 and the guy had ratings and never paid. Opened up the case on eBay and nothing they can do other than not charge me the sellers fee. Gee ya think?
