I live near Martinsburg or about 24 miles from you. If you are not able to get it going here in the next few days, I can arrange to meet up with you this weekend and shoot over your way and see if I may help. Maybe between the two of us, we can fumble through it and get it taken care of.
Recommend that you work through some of the ideas presented on here first and not get too frustrated. Since it has been sitting, good chance the battery may have bit the dust. Still take it down to parts store, Sears or somewhere and have the battery fully tested including cell shorts and loads.
Since it was initialy turning over and then stopped, but still had some juice to running lights, good chance it is battery. Battery tenders are great and I use one also, but since it was on for awhile, and age of battery, it could be just worn out and trying to awake her from the winter nap took it down. They do not last more than a couple of years on average, even when kept on BT. I've had to change mine on average every 3 years.
Let me know what you find out, but if nothing else, could shoot you way this weekend, Sunday is best for me, but early Saturday is not out of question. May even be better, in case you need to make run to Full House for parts.
