I guess it's the valve covers each one has a hole guess its decompression one has a rubber deal in it other one doesn't do I need both if so where can I get one and what are they ??

Sounds like your compression release's. Cover is meant to protect release.

What is there to putting them in the one that is in doesn't act like it wants to come out

they are very tight...just have to work them down over the CR and wire...the old one is gonna be tight....water seal and all.

Soak them in some hot water for a while then put some WD40 around the inside. This should help.

A little spray of WD40 will definatly do it. Just slide them down, over the release and wire.
