Wait I'm at a loss here. Are we calling the fork stem cap the center neck bolt? If so wouldn't it make more sense to tighten it to decrease the fall away and loosen it to increase ?From the 2007 Manual
Falll away mark from the cener point should be 1-2 inches.
If the fall away is more than 2 inches, loosen the fork stem cap item 69.
If it less than a inch tighten it.

Your first post:If the fall away should be 1-2 inches and you have a mark in the middle of your fender and the front end is off the ground and a mark on the ground showing center and the following happens.
Scenario A
You push the front end one direction and you have to push it at least 2 inches or more before it falls away, decrease the bolt tension.

I'm not pulling the neck bearings. They were replaced under warranty about a year ago for a click and feel just fine. I need to get my ass out there and polish the other side of the rim and put the fork seals in. After dinner maybe.
