First, at the risk of sounding disagreeable, the 40A circuit breaker shown on the wiring diagram has only one function... to protect the battery from a runaway VR. The only way it would have an affect on the EHC is if it was tripped causing your battery to discharge or if the VR sent a large spike to the EHC before the breaker could trip. Is battery voltage up to snuff?
Second, without an EHC tester (but you have to be able to use a multimeter), you can check the inputs and outputs to the EHC. If you have inputs and are missing outputs the EHC is bad.
I'd start by disconnecting the power harness from the EHC and CAREFULLY check for 12VDC (+) at the A-3 (large pin near the center of the connector) and for ground (-) at A-4 (the large pin sitting by itself at the opposite end of the connector). That'll tell you where your EHC is getting power and a ground from the battery.
If that's good, reconnect the harness to the EHC and try jumping across the ignition switch to see if things will power up.
