Not likely, they would be tough to count, but I could be wrong....its happened before.

Can a 12 plate clutch be changed to a 9 plate just by replacing plates or do i have to replace a lot of parts?

One of the old ones.
Just the plates. The important thing is the overall stack height (I’m remembering 1.97”?), and making sure the steel plates aren’t warped. If you’re switching from a 12 to a 9, you’ll have to purchase (call Eric) both the clutch friction plates and the steel discs.

You likely could by using an endoscope thru the inspection cover.
Endoscopes are very cheap these days and hook right to your cell phone -- I have picked up a couple that were around $10 and work fine.

I ask a lot of dumb questions so here goes, why? Why change from 12 to 9 plates? Just courious. Thanks and good luck.

I installed one of these on my softail. 95 big bore and stiff clutch spring. Installed easy and much less effort to pull the clutch lever. Not sure if they are available for the baker. I'm a carpenter with a grip of steel but the k-9 tests my endurance at times . My softail clutch lever feels like a kids toy compared to the k-9.
