For me it's not even so much an interest in purchasing the bike, I would be if it was EFI, but moreso figuring out what's going on so the situation will be documented for future cases.

well I did email the guy and spoke to him.
I got him to send me a pic of the VIN

Yes that's a Buell vin -- but look closely at the neck --especially the top. Looks to me like the top of the triple tee is not aligned properly.
I don't see the flare at the bottom of the neck (See Eric's post from manual)
The weld from the downtube to neck is inconsistent with other K9's

His line in the sand price was 5300

Title has Buell with only 1 L, no mileage reading.

There are too many wires going into the headlight bucket, they are (per an 08 manual) the wrong color combo.

His last remarks when I told him all considered I's pass was "Lot's of interest and will be gone by end of the week.

If you have time to look and take $3,000.00 cash, there are some goods parts you could use if it looks ok, but not to register the bike. Parts only if you need them.

So your saying that the neck is from a Buell?
Looks to me like a buell neck added to a bdm. Looking at the part where the neck meets the downtubes the weld looks cut there, all the big dog necks I've seen have welds that are all the way around the tube, you can see a FLAT spot where it looks cut to me.

That's what I was thinking. No way I would register that bike, no way.
But to part out even at 4K it's probably worth it.

think about why it would be listed as a buel(l). salvage, what about the welds other than the neck? cracks! would not trust it with the possibility of shade tree welds. parts only and throw the frame away.

It's not even a parts bike really.
Total trash, even if it was titled correctly I wouldn't cough up more than $2000.
It will cost 3 to 4 grand just to get it to some form of an original Big Dog if you do the work yourself and 8-10 if a shop does it.
I guarantee there are all kinds of little goodies just waiting to jump out at the poor person that ends up with it.
