Using Boo's picture, the plug (lower 1) on the left is the ONLY 1 you need to remove.
Take out light spring, get a magnet, and pull out ball without dropping it. If all looks good(no contamination around the hole in the pump) then put ball, spring, and cap, back.
Fill tank to within a half quart of where it's supposed to be. Start motor, check oil pressure, run motor, and be sure oil tank gets warm.(you can look in tank after it's running, to see if oil is circulating). This could be messy, so don't rev it . If oil/tank gets warm, then the scavange side of the pump is working. DON'T worry about the dots on the pump gears at this time.
If you have been letting the bike sit for several days, and then checked your oil, only to find it low, and you added a little each time, you may have way overfilled the tank to the point that the pump and case/tank capacity was overwhelemed. :bang:
Other areas to check if above seems ok would be the breather bore in the case, and rocker box gaskets.

Whenever you let a bike sit ,run it for 30 seconds before checking the oil.
