2010 big dog bagger won't start

Sorry, asleep at the wheel with too much to do.
You put the meter in series between the positive battery and positive starter lug.
Crank the motor.
The voltage should read not less than 1 volt lower than your battery voltage and your battery voltage should be no less than 12.8 before cranking.

Curtis don't you mean the negative on the battery to the positive terminal on the starter?

The flashing RPM LED lights mean Low Voltage from the Battery to me. After reading the confusing information, I think the battery terminal voltage is 9.19 VDC. If so, the battery is indeed need of replacement.
 
The 9.19 is at the solenoid wire not across the battery terminals.
The solenoid wire remains at 9.19 pre or during cranking which means the EHC is refusing to send voltage to the Solenoid when the starter button is pushed which means there is an issue somewhere with the draw down from the starter.

I have 12 .8 volts to the stater I does not drop any when I hit the start button when I turn the ignition on I have a flashing green light and a orange light on the ehc hit the run I have a red light hit start button I have another red light come on
 
Your going to need to check for continuity between pins B6 and B28.
Disconnect your positive battery cable
Disconnect the B Harness connector, that's the one with all the small pins in it.
If you look closely you will see that the pins are numbered.
Probe B6 and B28 for continuity while pressing the start button.
You should have continuity when pressed.

Ok sent you a pic and video I will check the pins tomorrow thanks for all the help what would I need to do replace the ehc
