Try using a left hand drill bit, and center punch the broken bolt. The heat from drilling will loosen any locktite and the broken bolt at some time should just start to back out. I have done this a couple times with great success. If the bolt does not come out then use an easy out.

So you took out the second bolt, and romoved the braket, and the first is still inside the tube where you can't get a hold of it? I'm just checking to make sure I'm reading this right.
Let me try to clarify, The bracket was loose, I tried to tighten it, the screw broke off flush with the tube, I tried to drill it with no luck, put it back together missing the screw,. Gonna try an easy out next weekend.
