Use a small cobalt drill bit, like a 1/8”, and drill all the way down through the broke off bolt. Once you get all the way through, an easy out will work, usually just reversing the drill will spin the bolt out. I use just plain water to keep the bit cool while drilling, its much easier to clean up than oil or WD-40 and works great.
