I'm sure that's what it is. I carry an extra one with me. Like the old Harleys, you had to carry an extra set of points around with you. HDM does carry a solid state unit that fits in the nose cone, but the cam sensor will fix your problem.
Adding the electronics to the nose cone does nothing to increase the reliability of the cam sensor, all it does is make it a bigger bill when it dies.
Heat cycling is the enemy of electronics -- I'd much rather have the ignition module away from that high heat source of the nose cone. I had 2 units fail in my original bike (non bdm) and towed another friend home when his went out as well.

I put in a new ehc and now my back blinkers blink twice and then nothing I have headlight and front running lights but no starter

So I went with the dyna 2000i module. What does the VOES wire hook to or does it?
As far as I know Big Dog doesn't use a VOES your instructions that came with the ignition should tell you what to do. Probably just leave it disconnected.
The VOES (Vacuum Operated Electrical Switch) is an electric switch activated by the carb vacuum. It's specific purpose is to retard the ignition when the motor is running under high load (low vacuum) conditions. The VOES is a normally open switch. With low vacuum the switch is open.
