Handle bar set screw

Hello Gents, trying to finish putting bike Back together after replacing R/L hand controls. I removed the 1/4 set screw and for the life of me cannot get it back in. Being careful not to cross thread it will only make about one turn then stops. Afraid to strip threads but will not go in.
I know this sounds pretty lame but looking for clues.

Pull it out and turn it upside down. If the cleaner threads spin up the hole, it's the set screw threads. Binds again, it needs a tap for the hole.

Run a 1/4- 20 tap through it to clean up hole.
