With out the start button being pushed, you will have around 7 volts. That's normal, but when you push the start button, you should have 12 to 13 volts, to work the solenoid. You said you cleaned the solenoid contacts, and you believe the battery is good and charged, the next thing you need to check is the wire connection on the inside of the solenoid housing. Where the wire connects on the outside, look on the inside. There is a soldier joint there. Take a small screw driver and wiggle the wires around. If that joint is broke, you will be able to see it easily.
