Take a 20 ga wire and jump it from the plus side on the battery and touch the green wire on the starter. If it cranks then it's not the starter.

Unhooked green wire to starter... Jumped starter as specified... Starter turned over n immediately blew the 40amp fuse.

Maybe hot cable from starter to battery has a rub mark in it that is causing it to ground out?

According to the PDM wiring diagram, power to the starter shouldn't be running through the 40A fuse so it shouldn't blow when the starter runs even if it has a problem.
If the 40A breaker started popping after you replaced the battery and regulator I'd be rechecking my connections...

That's what is confusing me. Starter is direct to battery on hot side big wire, green wire goes into Pdm fuse block. Yup....checking wires again....

Ok...so basically took every wire off + side block. Changed starters.... Epiphany: if my compression releases were not operating then the starter could not turn over the motor causing the "brain" to sense an over voltage and trip the relay on the Pdm board. When I jump the starter it creates a 1/8 turn on motor then stops n relay in pdm system trips, then resets in about 10 sec..... The relay that trips is on left side rear relay on wp replacement where ecu went

So after hour n hours of wire tracing, cussing etc. figured it out. Turns out compression releases were not engaging, causing the starter too work to hard (aka not being able to turn over a 117 compression w/o compression release), which in turn caused the Pdm (brain) to sense a problem with starter and amount of juice it needing to try n turn motor over. Therefore it would blow a relay so as not to damage battery or starter.
One I manually depress the compression release it spins over like a dream... Now to see if it the board in the handlebars or the wires on the releases themselves
