It appears that it just mounts between the handlebars and the triple tree. You shouldn't have to remove the bars to install it. It might be easier if you can remove the windshield from the bracket. Loosen both bolts on the underside of the triple tree. Take one bolt out and slide one side of the bracket in. Replace the bolt. Do the same with the other side. Tighten everything up and attach the windshield.

Edit: I looked at the picture again. You may be able to install it from the front with the windshield attached. It depends on if there is enough room for the handlebars to slide between the brackets.
