What's up with the rep power. Add to someone and nothing happens

I have twice added to someone rep Power and left a reason why and it is still at One rep power after a couple of days.
For what it is worth it is Dogvet that I have tagged. His information is precise and to the point and much appreciated. Is someone having to approve this stuff or I am I doing something wrong?

Your rep power is linked to your post count and your rep pts. You need to get reps for that start to start adding up

hey gas, why did the rep power change about a week ago. like for instance, mine was 14 now its 1 and yours was like 80'ish and now its 9. what changed

I'm not sure... Bubble must have changed something. Many have asked me but I have heard nothing from Bubble about it.
