What does this do?

I apologize if this is stupid but I can't find any reference to it in the manual I downloaded. This collar that I'm pointing at, it's threaded if I tighten it down towards the rear swing arm will it slide my whole swing arm over a little bit?

I think that's the bushing but I've never had to work on my swing arm. If not it's maybe just a spacer.
