Washer, Preload Spacer

Is it needed???

So I was putting together my new front end with all my new powder coated parts and I do not have #29 in the diagram. Is it not needed?

As many forks as I have rebuild, I don't believe I have ever seen that washer in there. All it does is makes a nice flat area for the spacer to sit on the spring.
