You might unplug the small green wire from the starter solenoid, and hook up a test light to it (the wire) then you can start tracing the problem starting with the start button on the handlebars back down. You could also pull the cover off the solenoid and see if the "plunger" is stuck to the other contacts. (Just a guess)

Agree with Chubs. I think the run and start switch are ground activated so might be some moisture grounding out both so when key (power) on it is already getting the "ground" signal from both switches and throws power to starter.
Question do you hear the compression releases click at the same time as it trys to turn over?
Either way for diagnosis start by taking off the green wire at starter. If it still trys to start as soon as power added plunger/contacts may be fused in starter. Green wire is 12volt(+) and should be able to check with a diagnostic light, if as soon as you turn the key on the green wire shows power it likely indicates switches/ right board on bar.

That may sound good, but a bit impossible, I think. Start circuit in the EHC is stuck. You might be able to unstick it be removing the positive and negative wires going to the EHC, and hold them together for a few seconds. This will release the static charge. Works about half the time. Either way, it's a sign that the EHC is going south.

Actually, it is quite possible. I've seen the "plunger" spring break and allow the starter contacts arc and "weld" themselves together. Seen it happen 2 times on different vehicles.

As always, what happened or was done to the bike right before this happened?
Was it washed, in a rain storm? Any work done on the bike?

I'd start by disconnecting the battery for 1/2hr and while you are doing that open the right side handle bar controls and check the switches there.
check that the wire is ok, that the switch works and is not shorted to ground full time.
A shorted start button will cause this.
Pull green wire from starter
reconnect battery
turn key
If it spins then the starter solenoid spring is stuck and you'll need to pull that apart and clean and fix the spring.
If it does not spin, check for voltage on the green wire, if it is 11-12v it could be the EHC (further tests needed)
If there is not 11-12v on the green wire, turn the key off, replace wire and try to start the bike normally.

report back.
