Turbo sound coming fom exhaust

Last rally in M.B. I heard a bagger pull out of the Beaver Bar. It did not have a pro charger or any type of turbo charger but the exhaust had a turbo typr whistle to it. As soon as the engine reved the whistle would follow the rpm of the engine. tried to get a closer look at what he had as far as exhaust. There had to be some type of impeller mounted in the exhaust somewhere. It turned alot of heads and sounded different. Almost like a big diesel with a banks turbo on it. I was looking around when I heard it and wa looking for a Peterbuilt, but it was a jammed out road glide. Anyone ever heard of a add on like this, but not have an actual turbo nor procharger installed.

Could have been a leak in the exhaust. Once went to a car meet. When we drove off I swore this guy had a turbo on his bimmer. But his car was way slower than mine when we got on it. At the next stop, I asked him about it and checked his car out. He had 1-2 exhaust tip half-ass installed.
