I am looking at a bike and the title is showing "not actual miles" but owner said it was a mistake that it was put on title and he knows it is actual miles. Would you worry about this? How much does this affect value?

If the speedo is an upgrade I wouldn’t worry about it. Mileage isn’t a big deal

Yeah its a known unknown that a lot bikes have speedo / odo issues anyway. You can declare a mileage if you want on the title. If it's had odo issues, you may want to vin check it to be sure that you dont record a mileage that's less than another previous owner.

I would use the condition of the paint underneath the bike, wear and tear on the chrome polish pieces more as a gauge.

Not really a big issue,Ithe previous owner could have given the wrong mileage ,happens quite often, just make sure everything else is in order.

It depends on what that milage is.
If it says 3,000 but looks like 20,000 then I would walk away.
Regardless if the milage is right or not, I wouldn't pay extra for low miles just because it looks like low miles. If it has higher than 10,000 miles It is probably OK.
If it is really low miles (like 3000 or less) I would have to wonder what kind of problems that scooter had that kept it from being rode much.
