Do I need to pull the primary cover off my 2002 Pitbull to get the starter out

Yes, because you need to remove the bolt that goes through the jackshaft into the starter. Your bike has similar to (but different) harley type primary and starter from about 1993 to 2006. Info on Youtube will give you more info.
