Speedo sweeps down?

Hello everyone,
On a 2005 Bulldog the speedometer is sweeping down to the reset peg then back to zero everything else works fine as far as speed and mileage just wondering thought it was supposed to go up to sixty then down to zero. It has the original EHC with the serial port so no update for speedo. Just curious if this is telling me something is wrong or what might be going on.

Let me explain a little better, when I turn the key on the speedo needle goes down not up to 60 then down it just goes down to the peg then up to 0.

The generic goes something like this. Turn key off, volatile (RAM) is lost. Turn key on, the needle sweeps to zero, or 0000 or back to ROM. Said another way, pull a digital clock's wall cord out of the wall socket; plug it back in; 00:00 is the blink and now counts off seconds as the RAM begins all over again. See the (time before the plug was pulled?) Speedo reverts back to 0000 and the process begins all over again with a wiped slate sort of processing programming.
