I had the same symptom with my Street Glide. My front wheel had been "static" balanced; but, the dynamic balance was off. This was apparently caused by putting all of the wheel weight on one side of the wheel. The dealer half the static balance weight on one side of the wheel and the other half on the other side. Cured it!
