Slight bubbling of the paint around the gas filler opening.

Hello All,
I have some slight lifting or bubbling of the paint around the tank filler opening. I'm wondering if I install a paint saver ring on the tank if that would arrest the bubbling or help keep if from spreading or flaking off? If anyone has any experience in this or suggestions please let me know.
