S&S Dual Runner Install question

Fellas-
Have a question about the Dual Runner install. Assuming there should be some bolts here? Can anyone tell me what I'm missing? Does it go washer, bolt, washer? Size and torque?

Again, assuming this should be mounted/secured to the cylinders?

Thick washers go behind the backplate, cap screws with washer secure the backplate to the heads and torque to 13 foot pounds. Backplate to carb cap screws are 6 foot pounds. Blue loctite on all cap screws.
