There have been a few questions regarding making your front turns into running lights on the older bikes so I figured I would give it a shot.
I went the easy way since Gas sent me his LED Boards and wiring harness from his 05 Phoenix. I tried using my stock 03 LED boards and they WILL NOT work as running and turns. You could use your stock wiring harness but you will have to run more wiring but it's not that hard to do really.
LED board and harness swap was a no brainer one for one plug & play swap.
Where to tap into for 12v keyed power and how to wire it is where it gets a bit tricky but it's not that hard really. I used a 9v batter to test the LED boards to make sure I was wiring it up correctly.
Here is your wiring schematic.
Left side LED board harness
Pos #1-red wire goes to constant 12v power for running lights (green in my case)
#2-purple wire goes to your original red wire comming from the 'bike side' (this is your turn signal voltage--blinking--)
#3-black goes to black (ground)
Right side is the same except position #2 is a brown wire.
Now all you have to do is find yourself a constant 12v keyed source that will come on and power the running light part of your LED boards. I tapped into the speedo power (red wire) and ran two wires, one for each LED board harness.

Here is the speedo plug red wire where I tapped into to get my running light voltage. The red heat shrink and black sleeving is my homemade running light power wire harness:
Those two wires (all I had was green wire so that's what I used) end up here and are split up to power each LED board harness:
