Breaking it down....
The tach reads 4-5k same speeds - DO YOU FEEL THE ENGINE ACTUALLY RUNNING/REVING AT THAT SPEED? or is it just the tach that gives you that read out?
IF YOU FEEL THE ENGING RUNNING AT THOSE REVS and YOU ARE NOT REALLY ACCELRATING...then - like Gas mentioned either you are running in a lower gear OR your clutch is not necessarily engaging correctly.
Next, IF YOUR ENGINE IS NOT ACTUALLY REVING TO THOSE RPM's and you just see the tach READING 4-5K then its either the SENSOR or TACH itself.
That's a good start....take it on from there - MOST IMPORTANTLY - do NOT RUN AT THOSE RPM's considering the bike is new the WARRANTY POLICE WILL COME AFTER YOU -   Report it to BDM and your dealer IMMEDIATELY - NO I'm NOT KIDDING - do THAT NOW!!!!
(Sorry - I'm not getting the electric/battery part of it, and the relevance to high RPM's - same speed...Sorry again)
Good luck - tons of help here, keep us posted
