In '05, in order to satisfy the EPA , there was a "washer" put in between the intake and the jugs with a smaller inside diameter than the intake, thereby restricting air/fuel flow. They can be machined to have the same ID allowing better performance via better flow. Worth the effort. Best to rejet at same time.

Was it just the 05's, or do other years have this also?

when I was 16, I had a Triumph 650 single carb , one day I passed my Father (didn't see him) at a pretty high rate of speed.
He took the bike to a dealer, had them install a "governor".
They put a restrictor plate in the carb manifold. (ran like crap at full throttle)
However they let the plate show.
I took it out, reamed it to full, and reinstalled it.

Always smiled when I saw Dad looking at the carb on the bike to make sure it was still in there.

Predominantly '05, may have been some very early '06 but don't think so. But also, they used smaller valves so there is more to do than just the restrictor plates, but it's a good start.

You have to bore the plates to port size 1.800".
If you leave them out, you'll have a major air leak at the manifold/intake port.

One thing my Dad taught me was you can fool all of the people some of the time and some of the people all of the time but you can't fool Dad.
