I have a 03 chopper .If i go with a 5 degree triple tree and 12 over forks will my stock speedo and tack still clear tank when mounted?

I suspect yes, but that's a guess and it could depend upon the particular model of the triple tees.
If you wanted on the safe side, I'd guess that you could add spacers to the handlebar mounts as some have to reduce the reach a little and gain some clearance.

But I would check with someone with more experience as suggested.

Remember when changing rake only (trees), and Not changing trail, you're inviting handling problems.

I have rode many different bikes, with different degrees of rake. Bar none, Dog Dog is the best handling chopper out there. Any changes from stock will make it harder to ride. I had an 03, and now have an 04 chopper. We ride them like crotch rockets in the curves, here in Missouri, dragging pegs. Like Eric said above, any change it the rake and trail, will take all the fun out of it.

9 degrees , did you go for negative tree and/or made the mod on frame?
Have you tried the bike on any higher speed?

Listen I’m not trying to be rude my uncle has been building bikes choppers particular before these books were written we built this big dog and I can tell you guys right now I don’t care what anybody says or what anybody says I ride this bike every day I stop riding my street glide because this handled better now even with the 300 rear tire I can keep up with everybody got their corners and everything and I’m not tired or fatigued after writing it anybody that doubts me come on over to Spokane and I will happily hand you the key to take it for a ride and then you can get on here and eat your words
