ok...i just charged the battery to a Full charge. I connected the volt meter.....and started the bike. I got a constant 13 reading. When i reved the engine...the meter went to 14 and up. Even when i turn the bike off....im getting a reading of 13. what does this mean?

Sounds like your charging system is working, but I'd say your in line for a battery. Check out the Braille line of batteries. Good stuff.

I read through all this tread, and with issues on mine as well a while back ,,,, changed the battery and and when it is cold/cool it is most always on a tender or it gets weak..mine had the original battery in it , I caught sears tender on sale for $18 a few years ago and we have tenders for everything ( lawn mower, scooter, project car, boat batterys). Which reminds me I need to hook one up to scooter now! I got an interstate battery , it does pretty good,, but when it is cold and neglected tender a little while ,,, forget it starting,,if you don't catch it just right,,

just remember, the normal drain on the battery is 2% per day just due to the requirements of the EHC so it is almost a necessity to keep it on the tender when you are not riding it for more than a day. the tender will extend the life of the battery quite a bit but it is up to you how far you want to push it. i ran a questionable battery for over a year but i kept it on a tender religiously and then finally laid down for a braille. it does sound like your charging system is doing it's job, but when you get a new battery, go over everything and make sure it's in good shape (ie v/r, connections, etc.) so you will get the most out of your investment.
