If you have a Baker 6 speed it looks like your Pawl adj. is off by a lot. Check out page 7-6Hmmmm...

FYI your pic for neutral and 2nd look like the same picture. Make sure your in 3rd to make the adj. Try to verify by the position of the forks that your actually in the correct gear.

Full disclosure I have not made this adj myself but it seems all you are doing is making sure the pawl is falling equally on each side of the studs sticking out of the shift drum. That will ensure it will have correct throw to get to the next gear. Key here is that the trans is actually fully in 3 gear ( as in not stuck or binding which would change the location of the studs) when you make the adjustment. Turning the tire may help

You Tube has a video on the adjustment (by Baker) as well. I'll double check the shifter to make sure it is adjusted correctly...
