PDM 'Pigtail Ground' Issues - Voltage on Grounds

A couple of years ago, I put in a Big Dog Performance Products PDM/HCI retrofit to replace the EHC. All has worked fine until recently until I had some loose connections on circuit breaker that caused the terminals to rattle & fail/wiggle. I had to jump the breaker to get home. After that the bike will not turn off (either by kill switch or key). Maybe I fried a wire somewhere?

So, I went about checking connections, voltages, etc. When I touch the 3 ‘pigtail grounds’ from the PDM to -/negative battery terminal, I get relay clicks in the PDM. With fat battery-to-frame ground cable disconnected from batt, I get a + 12.72 V on the pigtails relative to the - batt term (12.72 V is the battery voltage). Then, if I connect the fat frame-ground batt cable to the - batt term, the pigtail 'ground' voltages all change (11.45 V, 10.84 V & 4.90 V). That was with ignition switch off. Turn on key and pigtail voltages go to 11.79 V, 12.62 V & 4.97 V.

Anybody got an idea of what’s happening here? Maybe the ‘pigtail ground’ wires have rubbed into a battery voltage somewhere? On another post, someone thought a shorted orange wire in ignition switch.
