Yes, #1, because it has been sitting, oil has drained from the tank, down into the engine. It's called sumping. Start it up and let it run for about 5 minutes, so the oil pump can pump the oil back into the tank. You might want to leave the oil cap off. If you added oil before you started it, the tank might over flow. Once the bike is warm, drain the oil and add 3 qts of fresh oil.

That's okay I'll answer the question. Yes that's the hole. It's actually more trouble than it's worth to reseat that valve, if you're riding your dog couple times a month is not going to get enough oil down there to bother anything.
