When I built my chopper in 1996 I started with a HD softail frame that had no title. When I tried to title it they asked me for the MSO for the frame. I told them it was a HD frame that had been parted out and I had a bill of sale. No go.... I had to pay $99 for a "stolen" report and then had to get back to the guy who I bought the frame from and have him sign a paper in front of a magistrate. After that I had to apply for a lost title. It came back the title was in use for another bike so no go. I then bought a used frame with a MSO and a peel on vin # and used that to cover up the org VIN and took it back. All this took over a month and a lot of BS. Never again...In ny I know a vin rub on a piece of paper can get things thru the state motor vehicle dept after they research. It they issue a title I've done it on 4 wheelers before where people lost proof of ownership maybe Florida allows the same type of thing? Also your allowed to register the vehicle and use it as normal during the process
