I sure hope not!
You are asking for Certificate of Conformity, or CoC.
That can only be issued by original manufacturer.
They will not give (sell) you that document since the original 2009 Big Dog will not comply European rules.
2009 Big dog was not for sale in Europe, so Big Dog never made a model to meet European regulations and registered those in Europe.
If they did, you can find the paperwork from German TÜV.
Not sure how strict the rules are in France, but in many countries pretty much only way to register newer than 2003 bike is someone moving from US to Europe bringing the bike with him, then the registering is easier.
If the bike has European register plates, the registration should be easier, they may be hard on you and want to see the down tube sticker. That is pretty much impossible to get, but a nice forgery should work
In Sweden the rules are easier, but then you need to move there. I remember someone telling they are easier in Poland and you might register the bike there without taxes, then take it to France.
There was an importer in either Holland or Germany, if they still exist they just might be able to help you.

To do it legally you actually should get a prove from independent lab that the brakes, noise level, emissions, electronics, frame comply all the EU rules. Unfortunately the frame test will tear it a part.

oh, yeah, it was definitely just a joke, Alexey. no insult intended whatsoever. it's all good fun. as far as getting the skoot registered in France, seems like if it could be registered in one EU country, it would be good in any of them. check with "Francoblay" to see what he had to do in Spain. could be i'm under thinking it though.
