help with no start

need help with a troubleshoot,,new battery showing 12.8 with key off, key on 12.6, hit start 12.5, brand new starter from shoverhead, battery is a sears diehard(haha) fully charged , green wire at starter is showing 9.4 with key off, key on hit start and green wire shows 12.6, so power is going to the starter, compresson releases open when start button is pushed, have plugs out and primary off and starter still will not turn, pulled board off right bar and cleaned, power is getting through board to ech and sending 12 volts to starter and still get nothing, pulled cables off and cleaned and sanded reinstalled, thought starter was bad so bought a new one as iv been having issues with it not disengageing and here i am,,any ideas??? i have also pulled cover off off starter and tried jakes manually push solanoid in and get nothing, 12.8 going to brass lug inside starter,, is there a way to check ground cable

well this is what i found,,new starter is bad , from bench test, and ground cable to starter bolt was bottomed out not giving a good ground, couple washers and up and running,,always the simple things that couse such headachs
