Oh there is no doubt that is RT frame. Someone mentioned earlier in the thread could just be a custom build from a variety of bikes. I lmao to the Maytag Mesershmitz!

Sorry. Illinois number issued 4/2005. Not 4/2009.

Steve, welcome from North Central Mass.
I was wondering if someone got creative and managed to find all these items and put it together.
Must admit, it is one of a kind and would be fun fixing it up to look good.
