Actually, that form of displaying the flag is called the 'right' or 'reversed field' flag and is correct IF that picture is of the side of the ship and they are traveling in the direction of left to right (in the picture).

Just like when you see a soldier with a flag patch on his right shoulder.

Blue is the senior color and shall always be displayed forward (in the direction of motion).
