Gas Smell; Normal?

Tanks have been re-sealed, new fuel lines, new non-vented Landmark gas caps. Fuel lines and vent lines are secure.
If tanks are full, half full, or close to empty, I get gas fumes in my garage.
I know that tanks and carb are vented, but is this normal?
Can't find anywhere gas is leaking.

No, definitely not rich. In fact, may be a little lean (looking at spark plugs).

If your float isn't quite right it will come out the tube and make a smell. It doesn't take much. Just a few drops will have the whole place stinking.
