Gas Overflow

I emptied the tank so I could take it off today. After I put it back on I attempted to put the gas back in the tank. Less than half a gallon and gas is coming out of the overflow. I put a little more in, same thing. So, I try to put it in slowly to see if that matters. It doesn't. Why would gas come out of the overflow as soon as I put gas in on an empty tank?

The overflow is connected right at the bung entrance.
If gas is spilling in around the gas bung then it will go down the overflow also.

That would make sense since I didn't have the spout all the way down in there.

It is definitely amateur hour over here. And not in a good way....
