front wheel spacer

put new forks on my 05 pitbull (BDM had a wicked sale!), when i went to put the wheel back on, the axle wouldnt go through the wheel. i find out that the spacer in between the bearings moves around . is this normal? i managed to get it through, but now im wondering if somethings wrong
 
No as long as there isnt too much space. It acts as a bearing spacer to keep everything running smooth. If your ride has been good for this long then its not likely anything is wrong.

It's normal for them to move if you jostle the wheel enough with no axle in there. Make sure the wheel spins free when you remount it.
