Front Forks Luggage Rack

Has anyone fabricated or know of a vendor who produces a front fork luggage rack like Big Dog makes for the sissybar. If not I'm thinking about designing and building one for the market place.

I'm thinking the same design as the BD luggage rack except have the split collar wrap around the forks.

I've been considering making a hard piece of luggage/tool bag for the front of my K-9 that would go in front of the forks as normal but as slim down in the center and nestle between the fork tubes.
I'm thinking about putting it directly below the headlight and using turn signal relocation clamps to hold it the forks with a strap up to the triple trees so it can't drop too low. Or perhaps even tapping two small holes in the triple trees to bolt it up as well.

Light weight/small items (jacket, bed roll, tool roll etc) seems reasonable, but something requiring luggage rack to support on the forks seems like a bad idea to me. Aside from appearance, how much weight do you think is safe to be putting on the front forks without affecting fall away and handling? How much baggage can reasonably be turned/controlled; have you thought about shifting of weight?
Are you an engineer that has taken this into consideration? Just curious really, as no matter your answers, I don't think you've captured a market that would make it worth while. I'd let someone put LED's on my bike before I'd put a basket on the front end - jus saying.....:D

Not certain about that front basket but I am definitely digging that passenger seating arrangement.
And by the looks of things so is the driver. hahaha
