Extra Damper Tube Spring ?

I was expecting only the larger spring - fork tube still has little spring inside

Looks like a secondary top out spring. You know how the front tops out a lot? Compress the spring. Looks like a fat washer? Now I'll top out with that air gap. Knock-knock! Who's there? Plush is me spring. Springs on the bench who?
