Electrical question!

I'm stumped! Needing some wisdom! 2003 chopper with a constant 12v to the rear tail lights (red wire). I pulled the pin connector to the rear and have flashers and brake lights from the ECH (green wire) but the constant 12v from the red wire doesn't drop off. Should it? ECH is new and I had the problem before the ECH swap. Any ideas on where to start looking?? Right now I have no flashers or brake lights on the rear. Just a solid bright tail light.

The way the wiring is on the 03 and 04's, running on the inside of the fender, it is possible the tire has rubbed through the wire.

Thanks for the reply. I've checked for rubbed wires and didn't find anything. Ran a continuity test on each wire. Ground is good. EHC seems to be working as is should. I'm lost at this point. Seems either the constant 12v should drop off once the brake/flasher is activated, or it should be reduce down to less than 12v for a running light.

Both front and rear brake switches were tested at the EHC and they check out just fine. Heck, even my brake light and flasher work as long as I disconnect the constant 12v red wire, but I won't have tail lights.
 
On the OEM LED Board there is a "1" and a "3" printed on the board at the 3 pin connector.
1 Red
2 Green
3 Black
Make sure the harness connector is pinned correctly as it sounds like the pins are in the wrong position.
If the signal and running wires are reversed you end up with the exact symptoms your having.
Make sure they haven't been altered at the fender harness connector also.
