EHC ?

I have a 2004 Bigdog ridgeback. 117 ci S&S . I had the bike out a few times allready, turned ignition key and only the horn started blowing constantly. Only oil light came in and no lights on EHC. Is my EHC blown. Battery is at 14 volts.

Very common failure.
More likely to be your battery. Regardless of what voltage it reads pull it and have it load tested. A fully charged battery should read approx 12.8 volts. A load test is the only way to know if the battery is good. Current available is whats important not volts. The horn beeping tends to happen when the battery is the issue. DEKA or Duracell are good replacement batteries.
Protect your EHC with an additional Circuit Breaker or Fuse between the battery and the EHC. A shorted battery will destroy your EHC. The stock CB protects the battery from a VR failure but leaves the EHC vulnerable.
If your battery is old (more than 2-3 years) replace it anyway.
Bike should only read ballpark 14vdc while it's running.

This is a common problem I have ran into with a stock ehc...im assuming your is still stock ehc? I have had several call me and say I turn my key switch on and the horn blows and wont stop blowing...well it's your ehc going bad...I just fixed one 2 months ago that was doing this same very thing your talking about...it might be your battery but I'm betting your ehc just went out

Do a rip kit from Dead One Customs or Big Dog is Back. EHC is a joke and even though it is new does not mean it is not defective. I learned the hard way. Rip kist and eliminate the weak link.
