Did the WP on my first dog, you only need a decent crimp tool...not a $300.00 set.

1st- The High Beam Indicator Light on the Speedo is a totally separate wire from the High Beam Power Wire, on the "outside" of the EHC.
However, on the "inside" of the EHC, they are BOTH commonly connected to the High Beam "Power" circuit, inclusive of an automaticly resetting breaker.
1st Guess would be that this indicator wire "could" be shorted somewhere, due to it's NOT functioning whatsoever, and this alone "may" be causing the overall headlight & resetting issue!
2nd Guess would be to thoroughly examine the Low Beam circuit pathway for shorts.
FYI: Voltage readings really mean NOTHING with power being supplied from the EHC, due to the possible current load being increased by the meter itself, thus resetting the automatic breakers!
A "0" load meter is a little expensive ($200 plus range), and most people DON'T have these types of meters.
2nd- From the symptoms stated, evidently the EHC's main breaker IS being reset when you switch from Lo to High Beam!
This is another VERY GOOD symptom of a probable short somewhere!
3rd- Keep in mind that every circuit on the bike has an "Individual" circuit breaker, being powered from a "Main" circuit breaker, all within the EHC. (Think of it just like the electrical panel box in your house!
)
Also, once these breakers have TRIPPED and RESET a few times, they've been known to continuously fail and cause problems! At this point, the EHC should be deemed BAD!
4th- The jumping the headlight circuit into ANY other circuit, the Tag Light inclusively, "WILL" eventually cause another failure within the jumped into circuit, as well! So it's NOT a good idea to proceed down that route, because a failure "WILL" occur, as stated earlier by Th3Infamous. Good luck and I see you're going to install a wire-plus, I hope it solves your issue...
