Dog won't start: puzzled

I turn my key on , the first thing i notice is the needle on the stock
gage immediately goes to 60 for a second and drops to zero
Horn works , but when i press the signal lights, Nuthin. Same with no hi -low bean don't work, press front or rear brake . will not get get brigher, no indication of breaks.

my starting habbit isi press the decompression on top on heads , 1st rear head, then front head. next i press off, run then START.

in this process i usually hear a click of the decompressions (2 clicks)
but this is my issue now, i dont hear the clicks and thus the bike will not turn start. grrrr.

Note: all fuses are good under seat, I've the pmd module. Works awesome.
just no self cxl turn signals is all. no biggie

Question of starter slam , i installed one never used it at all so i thought
i'd try it. but i can't even budge it.it's stuck open , meaning the thing you push in is at it's further point open and can't push in. I"ll need to take this apart
but cant think it's related to bike not starting at the switch.

If the plunger is all the way in, pull the starter motor. Isn't that direct current draw? Where is the battery voltage?

Take spark plugs out, and try and start, engine should turn over easy. If it does I would check and make sure all connection to starter etc. Are tight. If they are good chance you need a battery.

The needle sweep of the speedometer is normal. Make sure battery has full charge. Check all your connections at the HCI

You can tap the slam with a hammer and it should free up. If it doesn't turn over then take the screws out and pull the guts out and clean it good. Spray WD-40 on all of it and put it back together. If you push it in and it doesn't turn over it's your starter. If it does it's your handlebar control that's bad. Good luck.

I don't think the jokes are helping him guys... put yourself in his place will ya!

Battery at full charge. Tested via mult meter . All fuses Relay good, also checked .
At one point i even replace the pcb at the handle bar still not start.

The odd thing is. I had cleaned the starter during the winter.

so it's gonna be the starter and or solenoid> how to i test one from the another
both on / off the bike.

I do have a spare that has been rebuild so be nice to test BEFORE i put on the bike.

Thanks so MUch.

and how can i test my refurbised starter while off bike to make sure it works? before i install on bike?
It's called a bench test:

1. Caution!
a. Do not arc the starter motor's threads as a tap.
b. Use jumper cables so you have big wires to draw a lot of current or you'll burn your hands, it's that hot and that fast before you know it.
c. So one +cable clamp is well placed on the threads or use the nut and snug it down.
d. The other -cable is going to tap the starter body and the faster you jam it onto the body, the less arc. So watt happens next is the starter body wants to spin it's that torquey.
e. Hold the body, jam the -cable onto that starter body and just hold it there.
f. Make sure it sounds fine, no odd noises, just a steady spin.

Relay wise?

1. Buy a test light with a needle at the end? Light bulb in the handle? Alligator clip out the end?
a. My alligator clip has to find ground on the bike.
b. My needle is hitting prongs off the relay until one prong goes hot: key on.
c. My other wires are dead no test light bulb on.
d. My starter button on the bars is held down.
e. My test light tags all the prongs on the relay until I find the bulb go on.
f. My finger is off the starter button and the test light goes out.
g. My wire loop has integrity. Make sense how to test the relay is one approach I now toggle the high beam and find my integrity loop works as per?
