You can test them by pulling the green wire off the starter and put your finger on top of them while hitting the start button. You should feel and possibly hear them click. That would indicate they are functioning.

FYI the starter and compression releases activate simultaneously. The only difference is that the Comp Release drops after 1 second while the starter continues to crank. Test like Mick suggested.
